CHB houses in Chandigarh no longer need the Board's NOC for rooftop solar

The Chandigarh Housing Board no longer asks for its NOC or prior approval before rooftop solar goes up on any of its homes, more than 66,000 by The Tribune's count, under an order dated 13 October 2026; the work goes through CREST, the UT's renewable energy society, under the national scheme's rules. That removes a step for houses and flats alike, but for a flat the order is silent on the shared roof, which an earlier CHB rule tied to the consent of every allottee in the block.

What happenedCHB order of 13 Oct 2026: no NOC for rooftop solar on CHB houses

The Chandigarh Housing Board (CHB) no longer asks its allottees for prior approval or a no-objection certificate (NOC) before they put up rooftop solar. CHB's order, dated 13 October 2026 and issued in the name of its chairman, H Rajesh Prasad, says the UT Administrator has allowed this as a need-based change, CHB's term for changes allottees may make to their homes, for all CHB dwelling units, with immediate effect. In the order's words, “No prior approval / NoC is required from CHB”. The panels must be put up strictly within the guidelines of PM Surya Ghar, the national rooftop scheme, through CREST, the Chandigarh Renewable Energy, Science and Technology Promotion Society.

The Tribune reported the change on 15 October. It said the change covers more than 66,000 CHB houses, and that the UT Administrator, Gulab Chand Kataria, approved it.

CHB's earlier rules had set conditions for solar on a shared roof. Item 25 of CHB's order of 3 January 2023 on need-based changes let allottees put solar panels on the terrace only with the consent of all the allottees of the block, and with a structural stability certificate on CHB's form from a structural engineer on the Chandigarh Administration's panel. After a review of that order in the light of a 2023 Supreme Court judgement, CHB said in an order of 10 March 2026 that it would put clauses 1 to 21, 24 and 26 to 28 into effect. Clauses 22, 23 and 25, the solar clause, were not on the list, and the order gave no reason. CHB's published orders do not make clear how the solar rule stood between March and October.

The shared roof is not a new issue. The Tribune reported on 2 December 2025 that residents' welfare associations had raised a CHB roof-right issue at a meeting on the national scheme in Chandigarh. The report said it was holding back rooftop solar in nearly 60,000 CHB flats, and the groups asked for a policy change. Concerns were also raised about accepting a power of attorney and other documents for installation approvals.

The new order says it replaces all earlier orders on the matter. It does not mention the consent of the other allottees of a block, or the structural certificate. Neither the order nor The Tribune's report says how the owner of a flat shows the right to use a roof shared with the rest of the block.

What our tracker showsChandigarh scheme rooftops and the CHB order, 29 Aug to 15 Oct 2026

Our tracker reads the national PM Surya Ghar portal every day. It counts rooftops under the national scheme across all of Chandigarh. The portal's public figures do not separate CHB houses from other homes, so the counter cannot show how many CHB homes have solar, or how many were waiting on an NOC.

On the 15 October reading, Chandigarh had 1,774 scheme rooftops with 8.22 MW, 7 more than the day before, and 2,027 applications. On our first reading, 29 August, it had 1,431 rooftops and 5.95 MW, so 343 rooftops and 2.27 MW have been added since. The portal's own count for October, up to the 15 October reading, is 104 rooftops, about 7 a day: a baseline later readings can be set against.

We do not set the 66,000 CHB houses against the 1,774 rooftops. One counts houses of every kind, many of them flats that share a roof; the other counts scheme rooftops anywhere in the UT. The two readings since the order, 2 more rooftops on 14 October and 7 on 15 October, are too few to show anything about it.

What it could mean for IndiaCHB homes, CHB flats and the shared roof question

For every CHB home, house or flat, the order could take one wait out of the job: the owner no longer waits for the Housing Board's NOC before going ahead through CREST under the scheme's rules. How much quicker that makes things may depend on what CREST asks CHB allottees for in its place, which neither the order nor the report sets out.

For flats, the order may not settle the question. It replaces earlier orders on this but says nothing about shared roofs, so a flat owner could still be asked for some proof of the right to use the terrace, such as the other allottees' agreement or another document. Set side by side, The Tribune's two reports suggest most CHB homes are flats: nearly 60,000 flats in December 2025, out of more than 66,000 CHB homes now. If so, the shared roof, more than the NOC, could decide how many CHB homes go solar. Until CHB or CREST says in writing what a flat needs, that is an open question.

If CHB homes now apply in larger numbers, Chandigarh's step could be a model for housing boards elsewhere; if flats stay stuck on the shared roof, it could show that dropping an NOC is not enough on its own. Our Chandigarh counter cannot separate CHB homes from others, so a rise there could have many causes and would not on its own show the order at work.

What it means for youCHB leads, flats and the CREST route for rooftop solar in Chandigarh

If you are an installer in the Tricity: this week, call back every CHB lead that stalled at the NOC step. The Housing Board's NOC is no longer part of the job for any CHB home, house or flat, when the work goes through CREST under the scheme's rules; the order says nothing about a job outside the scheme. Start with houses that have a roof of their own, and keep the CHB order on your phone to show the customer.

If you are quoting a CHB flat: before you price the job, ask whether the other allottees of the block have agreed to solar on the shared terrace. Does CHB or CREST still want their consent, or some other proof that the terrace can be used? The order does not say, so get CHB's or CREST's answer in writing first.

If you live in a CHB house with a roof of its own: you no longer need the Housing Board's NOC to put up solar. The application goes through CREST under PM Surya Ghar's rules, and our subsidy page explains how the central subsidy is paid.

If you live in a CHB flat: the Housing Board's NOC is gone for you too. The order and the news report do not say whether the other allottees of your block must still agree to solar on the shared terrace, so talk to them and ask CHB or CREST before you plan a system.
